2022 The Fifth International Conference on Vocational Education and Electrical Engineering (ICVEE) was held on 10-11 September 2022 at Universitas Negeri Surabaya, Surabaya, Indonesia. This conference was sponsored by IEEE Communications Society (ComSoc) Indonesia Chapter and organized by the Department of Electrical Engineering and Department of Informatics Engineering, Faculty of Engineering, Universitas Negeri Surabaya (UNESA). On this occasion, the conference’s theme is “THE FUTURE OF ELECTRICAL ENGINEERING, INFORMATICS, AND EDUCATIONAL TECHNOLOGY THROUGH THE FREEDOM OF STUDY IN THE POST-PANDEMIC ERA”.
Due to the Covid-19 situation, the conference was held online. We invited academics, researchers, and practitioners to submit case studies of practice, theoretical papers, empirical studies, and other papers that address any topic within the broad areas of Vocational Education, Electrical Engineering, and Informatics. Participants came from several countries including Indonesia, Japan, Saudi Arabia, Philippines, Germany, Taiwan, and Brasilia. The number of articles registered at this year’s conference was 73 articles of the number of papers, and the number of articles accepted for the presentation was 42 articles with 58% acceptance rate. Accepted manuscripts cover the scope of ICVEE 2022 and are distributed as follows: 10 articles on engineering education, 10 articles on electrical engineering, 3 articles on electronics, 3 articles on telecommunications, and 16 articles on informatics engineering. The 42 submitted articles were divided among four breakout rooms, each containing 10 or 11 presenters. The implementation of ICVEE 2022 went really successfully; all presenters from each room were present from the event’s beginning to its closing.
Prof. Dr. Bambang Yulianto, Vice Rector of Academic Affairs at Unesa, opened the conference, and Dr. Bambang Setyo Nugroho, Chair of the IEEE ComSoc Indonesia Section, was on hand to deliver a keynote address. Also in attendance was Prof. Nobuo Funabiki, of Okayama University, who serves on the ICVEE 2022 advisory board. The opening ceremony was run successfully and attended by 183 people who were academics, practitioners and researchers.

In the closing session, ICVEE 2022 presented the best papers as follows:
Gender Difference in EEG Emotion Recognition with Overlapping Shifting Window by Evi Pane from The Indonesian Ministry of Industry, Diah Risqiwati from Universitas Muhammadiyah Malang, Adhi Dharma Wibawa and Mauridhi Hery Purnomo from Institut Teknologi Sepuluh Nopember.
ICVEE 2022 also presented the four best presenters as follows:

- Accuracy Investigations of Fingerprint-based Indoor Localization System Using IEEE 802.15.4 in Two-Floor Environment” by Pradini Puspitaningayu, Nobuo Funabiki, Yuanzhi Huo, Yohanes Panduman, Xinyu Wu, Minoru Kuribayashi from Graduate School of Natural Science and Technology, Okayama University, Okayama, Japan and Wen-Chung Kao from Department of Electrical Engineering, National Taiwan Normal University, Taipei, Taiwan
